International Conference:

Assessing Effects of Regional Initiatives in South Eastern Europe

- TOWARDS AN EFFICIENT FRAMEWORK -

(Belgrade, SAVA Center, 14/15th December 2001)

A year ago, the European Movement in Serbia, Belgrade, has initiated the regional project regarding regional initiatives in South Eastern Europe. This project has been conducted together with similar organizations and institutes from the region: Romanian Center for Economic Policies, Bucharest; Forum-CSRD, Skopje; Institute for Market Economies, Sofia; Institute of International Studies, Tirana.

The aim of the project is to assess potentials of different regional initiatives with regard to their support to political democratization, economic integration and stabilization of the region, especially taking into consideration the need for "regional ownership" of the initiatives and of specific projects. The project is also intended to propose the ways and means of further regional cooperation in view of the EU integration process. After several workshops, organized in Belgrade, Temisuara and Skopje, we intend to organize a larger regional conference, which would take the stock of the ongoing activities and debates concerning the issue of regional cooperation and integration. The Conference should also contribute to the ongoing debate concerning the future and the reform of the Stability Pact in South Eastern Europe.

The Conference will also examine the impact of other initiatives and fora, such as Central European Initiative, SECI, Organization on the Black Sea Economic Cooperation, and the Process of Cooperation in the SEE (SEECP).

For the purpose of the Conference, the European Movement in Serbia, Belgrade, will prepare the background study "Regional Initiatives in South Eastern Europe". The proceedings of the Conference will be published, as well.

One important aspect of the Conference will be devoted to the practical projects and experience of the regional countries in the fields of trade, investments, trans-border cooperation, transport, infrastructures and free movement of people.

In parallel, the Conference should also contribute to the preparation of FR Yugoslavia as the next chairman of the Process of Cooperation in SEE (SEECP) during the year 2002.
