The Policy Forum

The Political Forum of EMinS is a project which aims to link local authorities, non-governmental organizations, relevant international institutions, political parties, the profit sector and individuals in Serbia and South-eastern Europe . The Forum workshops make possible the creation of informal, sustainable inter-sector networks, gathered around EMinS, dedicated to democratic reforms.

Within the framework of the project, particular attention is paid to the regions inhabited by national minorities, such as Sandžak and Banat , with a view to preventing conflicts and creating a basis for various forms of cooperation between different ethnic communities.

Agenda: Through 31 workshops, intensive communication has been initiated between the civil sector and democratic political parties, domestic and foreign experts, representatives of foreign non-governmental organisations, entrepreneurs, local media, young leaders and representatives of national minorities. At the same time, there have been intensive activities aimed at linking local communities and regions in Serbia with international institutions implementing development programmes for South-eastern Europe , as well as organisations supporting the development of across-the-border cooperation.

Workshop activities: The first set of workshops following the NATO bombing campaign was focussed on opening the country to the world, particularly on regional and neighbourly cooperation, on uniting the democratic front in the fight against the growing repression of the former regime and on educating the citizens, particularly the young, in preparation for the coming election. Following the establishment of a democratic regime, the workshops focussed on the consolidation and development of the democratic process, again from the perspective of the most urgent problems.

A selective review of results:

  • New projects:
    • The "Goodwill ring" initiative - the origin of the Ethnic Forum of EMinS;
    • The corruption prevention project - the origin of Transparency International Serbia;
    • The establishment of Generation 21, a youth NGO.
  • Messages to the public on:
    • the necessity of change and establishing connections with the region and the world;
    • investments in the region and the damage Serbia has suffered on account of its non-cooperative policy before October 5th 2000 ;
  • Promotion of women's entrepreneurship as a form of social emancipation;
  • Intensified coordination between local governments, NGOs and the media,
  • Declarations addressing the authorized organs, parties, NGOs and the media concerning:
    • civil-military relations,
    • ethnic reconciliation as a condition of economic development,
    • ecological strategy for a sustainable development of local communities.
  • Growing membership, new Local Councils established, improved Local Council and EMinS Web Sites
