Choosing the Best Civil Servants (BCSA)
Campaign "Best Civil Servant Award" was first implemented under the project TASPP (Reforming budgeting and public procurement in Municipalities of Serbia) in Niš, Kikinda and Čukarica, in 2001. The main aim was to improve communication of citizens and its local administrations, strenghtening public participation and increase quality of service provided by municipal staff. The project was successful and it was followed by 10 more municipalities in the next phase: beside Niša, there were Subotica, Zrenjanin, Valjevo, Šabac, Kragujevac, Ćuprija, Novi Pazar, Aleksandrovac and Užice.
Best Civil Servant Award" is implemented in the region of Western Balkan in 2005 - citizens are voting for best civil servants in Podgorica (Montenegro), Skodra (Albania) and Skopje (Macedonia).
