Social dialog as an instrument for transcending tensions in the countries in transition

The one - year project enforced by EMinS in cooperation with CED (Centre for Economic Development) and BILSO (Balkan Institute on Labour and Social Policies) was directed toward social dialog as an instrument for minimization of social tensions in the transition period.

Development and cultivation of social dialog among main actors of social life present one of the key instruments for creating conditions for constructive transcending of social strikes and providing stable functioning of modern societies. In the case of Serbia , they are of great importance for at least three reasons:

Authoritative experience of the previous example

  • Following radical transitional reforms
  • Deep economic crisis whose resolution requires undertaking of measures and activities in at least medium period.

In that context, social dialog should be regarded as one of the most important instruments for providing harmonic social development and successful realization of social-economic reform objectives.

Objective

Experiences of the countries of Central and Eastern Europe show that the social policy following privatization develops through social dialog between government, syndicates and employers, and investors. Therefore, the objective is a defining short-term, medium-term, and long-term social program packages which are necessary attendants of the privatization process.
